The council called for community feedback in March for the budget which includes more than $20 million of capital projects, and $1.5 million of major operational projects.
Ian Routley raised concerns about increasing waste costs, the necessity of spending $2.8 million to resurface UTAS Stadium, and the level of ongoing investment into the stadium.
However the council said the sand-based surface is nearly 20 years old and normally has a life of 10 years.

"Only through the skill and dedication of our ground staff, has council managed to maintain the surface at the standard required," the agenda said.
"The surface is fast reaching the end of its useful life and an increasing amount of time and money is needed to keep the surface at a high standard."
Former alderman Ted Sands requested the council to consider upgrading two bus shelters at Kings Meadows because they're too abstract in design and do not provide good shelter for users.
The council agreed, but said they were provided by the School of Architecture.
Discussions have commenced with Metro who have agreed to fund the replacement of shelters with in the next 12 months and for the council to pay for any civil works.
A third submission raised concerns about the council's expert advice, staffing levels in city development and marketing, public order and safety and community amenities, and funding the cultural unit.
At Thursday's meeting the council is expected to receive the responses from the community and note the June 13 council meeting is when the budget is expected to be adopted.
