A marine wind warning has been issued for the Derwent Estuary, Frederick Henry Bay and Norfolk Bay, Storm Bay, Channel, East Coast and West Coast on Thursday.
Friday is likely to see the highest rainfall totals, with rain up to 100 millimetres predicted in the East and central parts of the state.
Elevated areas are expected to receive more than 120 millimetres on Friday.
A bureau spokeswoman said the nature of the complex low means there was uncertainty in the forecasted rainfall.
“These amounts may change in the coming days as the position of the low becomes more certain,” a bureau spokeswoman said.
Rivers were expected to rise as a result of the rain, with flooding possible in catchments in the North, North East, East Coast, South East and central Tasmania from Friday.
“Strong and dangerous flows are expected in small creeks and low-lying areas in locations that receive heavy rainfall,” a bureau spokeswoman said.
Potentially damaging winds have also been predicted for Friday.
“Friday is likely to have strong to gale force south to southeasterly winds,” a bureau spokeswoman said.
