The council will vote on whether to re-zone the area to allow for the project to go ahead.
The Dolphin Sands-based project would include 139 villas and units at the Cambria Homestead Precinct, 161 units and villas along the river, an 80-unit health retreat, golf course, 20 accommodation units at the golf range, and a 150-room resort.
Glamorgan Spring Bay mayor Michael Kent said some people had not showed enthusiasm for the project over the past 24 hours.
“I think a few people are happy with their current lifestyle in Dolphin Sands,” he said.
“The bigger picture is how many jobs this project would create.”
