Mr Atkins was hit by a ute when he was cycling on Forth Road about 6.50am.
Both he and the ute were travelling away from Devonport.
Mr Atkins was taken to the Mersey Community Hospital in Latrobe for X-rays and was discharged late yesterday.
Constable Peter Daw, of Devonport police, said investigations into the crash were ongoing.
Devonport Mayor Steve Martin said Mr Atkins was a "very keen cyclist".
"It's good news to hear that he is OK; you can always mend a broken bone," Alderman Martin said.
"But it also sends a message to motorists to keep an eye out for cyclists."
Alderman Martin said Devonport aldermen wished Mr Atkins a speedy recovery.
