Gutwein proposed to the AFL last month to consider whether it could still afford to prop up debt-ridden clubs.
AFL boss Gill McLachlan was told to consider whether "those outlying clubs they have poured so much money into are a part of the AFL's future moving forward".
The AFL took out a $600 million loan to not only keep the competition afloat in the short-term, but to ensure the survival of all of its 18 clubs.

Gutwein has only hinted whether the first step of the government's grand vision is to relocate an established team to Tasmania or to pay the AFL off the club's mounting debt to obtain the licence and erase that club's history.
"There is no suggestion we run under the same entity," the Premier said.
"The club's name will be something explored further in future discussions."
AFL Tasmania has already registered a Tasmania Devils' moniker for its under-18 programs in the NAB League.
The government stated it will fund a team under the Tasmanian taskforce's model in its AFL Business Case.
