Butler clocked 4:49.97 in a comfortable victory from Sandy Loring, of North West AC (4:54.10), while Clifford's time of 3:52.26 earned gold ahead of Jordan Tyler (Uni of Tas AC, 3:59.71).
Clifford doubled up in the 5000m on Sunday, his time of 14:02.13 giving him a winning margin of more than half a minute, new state under-19 and 20 records and another under-20 world athletics championship qualifier.
Butler had to settle for silver in the open 800m (2:16.21) behind Nicole Perry (NWAC, 2:12.99)
Several of those competing at the Domain harboured Olympic aspirations including North-West AC sprinter Morgan Gaffney who claimed the open women's 100m (11.75) by more than half a second.
Fresh off a national relay training camp in Canberra, Gaffney doubled up to win the 200m in 24.00.
The open men's throwing events became a sibling affair as Hobart brothers, UTas clubmates and 2018 Commonwealth Games teammates Hamish and Huw Peacock traded titles.
Huw won the shot put with a best throw of 12.30m as Hamish collected silver with 11.66m. Hamish reversed the order in the discus, throwing 42.18m to beat his brother by just 11cm.
Huw then claimed his pet event, the hammer, with 62.57m and Hamish had to settle for bronze (42.98m) behind Justin McDonald, of Eastern Suburbs (46.20m).
Unsurprisingly, Rio Olympian, world championship representative and multiple national champion Hamish added the javelin, although his best throw of 78.45m was well short of his own state record of 84.39m set in 2016.
Huw again took silver but was 37m behind (47.34m).
The brothers' next major competition will be the Australian championships in Sydney.
Raphaela Corney (UTAS) retained her open women's pole vault but fell 8cm short of her own state record of of 3.85m.
North Launceston's Aaron Rigby won the open men's 100m despite recording the same time (11.06) as John Howe who led in a trio of Old Virgilians.
Daniel Reeves won the open men's 400m in 49.09 ahead of his NWAC clubmate Lachlan Bonney (49.72) with Michael Stingel, of North Launceston, collecting bronze in 50.14.
Newstead dominated the women's under-18 200m as Trinity Bejah (26.88) led home clubmate Amie Broad (26.97) with North Launceston's Ashleigh Reid (27.27) completing an all-Northern podium.
Reid bounced back in the under-18 100m, clocking 12.87 to win from Bejah (13.01).
Alexander Creak added another two gold medals to the bulging Newstead cabinet as his times of 2:03.35 and 50.88 were enough to win the under-18 800m and 400m respectively.
North Launceston's Jaydn Crawford (58.88) claimed the under-18 400m hurdles.
The championships continue on Monday.
