The Tasmanians teamed up with South Australia's Annette Edmondson and New South Wales' Ashlee Ankudinoff to defeat Great Britain by two tenths of a second, securing Cure's third world championships gold medal.
The West Pine 26-year-old said she was proud of her team's effort.
“It is so great to be able to share this moment with these girls, it has been a bit of a roller coaster year, so it’s great to be able to pull on the rainbows now and do it with this group," she said.
"It means so much, it has been a hard year and been great to be able to deliver this now and it is so special to do it and do it with all these strong girls."
The Australian team was the fastest qualifier on Wednesday in a time of 4:14.915 and overcame a malfunctioning starting gate and false start from the Italians to advance to the final with a time of 4:13.913.
Alex Manly had replaced Edmondson for the race against Italy before the latter regained her place for the final to leave Manly watching the victory from the sidelines.
The win was Cure's second gold medal in the women's team pursuit, winning alongside Edmondson, Ankudinoff and Melissa Hoskins in France in 2015.
It has been a whirlwind 12 months for Cure after she took home two gold medals from the 2018 Commonwealth Games on the Gold Coast, winning gold medals in the scratch race and the team pursuit.
The win meant just as much to Baker, who was thrilled to have secured her first world title proper following several as a junior.
“We put three really strong rides together, we’re so happy to be world champions,” the Perth 24-year-old said.
“At the moment I am struggling for words, I am just so proud and so happy to be in the rainbows.
"We have worked super hard, and it’s not just the five of us but also Macey [Stewart] and Kristina [Clonan] back at home.
"They deserve every bit of this too.”
