Toby Skene slotted the winner for the Two Blues at the 24 minute mark of the final term against the Magpies after a strong contest provided by teammate Rodney King.
King was vital in the 9.10 (64) to 9.8 (62) victory for the home side with four goals himself, which was the deficit the Two Blues faced at quarter-time.
That margin was cut to 12 at the long break, and it was in the third where Penguin, and King, made their move, kicking five unanswered goals to open up a 13-point lead.
But the young Magpies outfit showed some steely resolve to kick the next two before Penguin took a three-point lead into the final term.
The Pies controlled things in the last, but sprayed a couple of chances before co-coach Kurt Byard received a 50m penalty and put his side four points up at the 17 minute mark of the last term.
But seven minutes later Skene scored and the Two Blues locked the game down late.
Sixteen-year-old forward Cohen Stephenson was outstanding with four goals for Devonport, while Kaiyden Howe and Charlie Castles were also strong.
As well as King, Sam Mawer and Liam Viney were brillant for Penguin.
Meanwhile, North Launceston premiership player Jake Sushames continued his strong start to life at Ulverstone with a seven-goal haul in the Robins’ 24-point win over East Devonport.
The final score of 15.15 (105) to 12.9 (81) came after the reigning premiers worked hard to retain the lead throughout the afternoon.
Ulverstone led for the entire match, but East Devonport came close to taking the lead half way through the second quarter when they got to within three points, but Ulverstone slowly pulled away for the win.
Robins coach Jamie Hayward said Sushames, Travis Davies, Sam Brett and Klay Griffiths were his best quartet.
Swans coach Nick Milbourne and Nathan Gore kicked two each, with Sam Borlini and Mitchell Snooks their best players.
Latrobe enjoyed its trip down to Smithton to face the Circular Head Giants, collecting a 62-point win.
The Demons won 22.12 (144) to 11.16 (82), with Caleb Van Buuren and Kayden Deverell bagging five goals each, with Shaun McCrossen and Brodie Deverell dominant.
Damien Medwin and Scott Jackson kicked three each for the Giants, with Jackson finishing as their best.
In the Saturday night contest, Burnie pulled away from Wynyard in the second-half to record a 30-point win and remain undefeated in 2018.
A three-goal-to-one third quarter gave the Dockers some breathing space at Wynyard, before going onto to win 15.14 (104) to 11.8 (74).
Harry Walters kicked five for the winners with Kade Munday and Bailey Boag their best.
Nick Hall kicked four for the Cats to be their best player, with Jorden Englund and Jameson Forman also strong.
