City of Launceston council will discuss the final recommendations of the Relbia Feasibility Study Report at its next meeting, but has outlined it endorses the report and limited change scenario.

Relbia, located in the City of Launceston municipality, was identified in the Regional Land Use Strategy of Northern Tasmania and the Greater Launceston Plan as being an area for evaluation to assess its potential contribution to the development of the greater Launceston area.
The GLP recommended the City of Launceston undertake a strategic review of Relbia to investigate opportunities for restructure, with a report to provide a summary of community consultation findings and project recommendations.

After Mesh was engaged in 2019 to undertake the review, the Relbia Feasibility Study Report was delivered in July 2020.
During 2019, workshops were conducted with Relbia community members to gauge their thoughts on the town and the potential changes, which resulted in diverse views.
The council endorsed the report for community consultation on December 10, 2020, which opened the consultation period from December 18 until February 12 - which was then later extended to February 26.
City of Launceston mayor Albert van Zetten previously said the consultation was aimed at understanding what Relbia residents valued about their suburb, and their thoughts on its priorities for the future.
Feedback received from the process identified that residents were concerned about the impact the change would have on lifestyle, lot sizes, and traffic congestion.
Key findings of the report were that Relbia did not contain the necessary structure and conditions to support the transition to a fully serviced urban area, and the transition would compromise the existing character and quality of the town.
Based on those findings, an assessment was undertaken to determine whether constraints could be overcome to deliver structural changes, but the conclusion was the study area was compromised.
Based on the feasibility study, three potential growth scenarios were outlined: no change, limited change, and substantial change.
It was recommended that a modified limited change scenario would be the best way forward for the town. However, residents believed the scenario would overwhelm the infrastructure of Relbia.
City of Launceston council outlined in its December 16 agenda that it endorses the study report, and directs the council's officers to prepare an amendment to the Launceston Local Provisions Schedule of the Tasmanian Planning Scheme in order to implement the recommended limited change scenario.
The amendment will be developed and initiated following the adoption of the schedule.
