Relbia was identified in the 2014 Greater Launceston Plan as a suburb likely to experience future residential growth.
Three scenarios were deemed possible for future growth - which included a no change scenario, a limited change scenario and a substantial change scenario.

However during the council meeting, representatives of the area came forward to express their concerns about the possible developments.
"I think Relbia is just perfect the way it is," one representative said.
Another representative said they were unsure how the project went from people voting for a no change scenario to the current situation.
"It does not represent the majority view of the residents," they said.
Other issues that were voiced included poor communication about the possible scenarios and voting on said scenarios, and flooding and wildlife concerns.
However, a council's officers final report has not yet been finished.
It will be prepared within the next three to six months for council consideration.
Councillor Alan Harris said the council still had the opportunity to determine its position once the final report was in.
"We haven't got a final report to consider yet," mayor Albert van Zetten agreed.
Cr Hugh McKenzie said there were still a number of processes that the project could go through to change things that residents did not agree with.
"I'm still in the information gathering stage from my point of view," he said.
