"It has been a harrowing few weeks for the women and girls in Australia," Ms O'Connor said.
"We believe it is important to give women and girls, the victims of sexual assault, harassment and humiliation at the hands of men, a voice in this place.
"I believe there is a level of incandescent rage in our community across the country right now, and the women and girls of Australia are sick of this. We want it to end. It must end."
Ms O'Connor's speech was followed by Clark independent MHA Madeleine Ogilvie, who made a stand for women against online harassment, and Clark Labor MHA Ella Haddad, who stressed the need for social change.
"Alcohol doesn't rape people, being out after midnight or being alone or being attractive doesn't rape people. Rapists rape people, it is as simple as that," Ms Haddad said.
"The focus is always on the women and how we need to change our behaviour, and we are all sick of it ... to the people who do come forward, we hear you, we believe you, and all strength to you."
Premier Peter Gutwein said he was deeply moved by the words of his fellow members. He said a change in culture required widespread acceptance of the need for change.
"One thing that I have learnt over the last 12 months is that, as a human being, I should take advice, listen to advice, and hear the voice of people with lived experience. I must admit that I am chilled by hearing the contributions this morning."
