The Hodgman majority Liberal government - as it somewhat amusingly likes to refer to itself - was returned at last year's March 3 election.

Parliament is not due to sit again until the anniversary of that success, and with many MPs likely taking the opportunity for a holiday, or maybe a study trip, we may see little action on the political front before then.

Critics of the Hodgman government will argue that this will be nothing new.

Labor MP Anita Dow wrote of the Liberals earlier this week: "Despite favourable economic conditions, the state government has failed to implement any real socioeconomic reform in its six years in office."

Naturally, the government would differ, pointing to one of its self-report cards marking progress on its capital "P" plan.

It is difficult though to find examples of "real socioeconomic reform".

One would arguably be the extension of Years 11 and 12 to high schools, which, coupled with changes to the starting and leaving ages for students, could have far-reaching benefits for this state. Ending the culture of Year 10 "leavers" can only be a positive for young Tasmanians.

Yet there is little else, and the government's agenda for its second term appears to be more about picking fights on favourable ground than doing the hard work.

Holding government seems to be the objective rather than a means to an end.

So when the Liberals are inevitably sent back into opposition, they may find themselves asking if they squandered the opportunity of government.

The premier and his faithful ministers routinely point to the state's relatively positive economic circumstances, but that's not all their doing and it's not enough.

The government is weak because it does not truly have the majority it claims thanks to a first term member too self-important to begin her career on the backbench.

Sue Hickey's actions do not, however, excuse the apparent lack of drive on the part of the premier and his government to undertake significant reforms.
