The Transport Safety Centre at South Launceston was closed in August after a landslip caused severe cracking.
The engineering report is being reviewed by council staff, general manager Michael Stretton said.
IN OTHER NEWS:
Further detailed investigation about the structure is required, as well as a geotechnical analysis of the site.
"Once complete, councillors will be presented with the findings, as well as a recommendation over the future of the centre."
The centre is housed in a former water reservoir which is almost 150 years old.
All existing bookings at the facility have been cancelled, with refunds offered.
