The 109-lot Barclay. subdivision is being proposed by The Baker Group and has been 14 years in the making.
Cr Knowles said the plan was well received around the table at a concept workshop held two weeks ago.
"Council will need to look at it and see if it complies with all the regulations," Cr Knowles said.
"Then it will be put on exhibition and we'll receive comments and representations from the community as to how they feel about it.
"If there are no representations it may well get approved if it ticks all the boxes, but of course if there are representations then it will come to council for a decision."
Cr Knowles said that it's important to consult the local community on these types of developments and that she expects representations showing concerns about the development's impact on the historic aspect of Evandale.

"We're not into rushing through things simply for the sake of development - it has to suit the area, suit the village," Cr Knowles said.
"We need to be aware of water issues, liveability as well - people need to be able to walk through to get to delightful open areas."
Hobart real estate agency Qapital Investments has also stressed the need for more real estate developments to go ahead.
Qapital director Quinten Villanueva said ABS statistics show that Tasmania's population has increased by 6500 people, or 1.2 per cent for the 12 months to December.
"This is Tasmania's fastest population growth rate for 30 years and shows Tasmania's population is growing faster than South Australia's and Western Australia's," he said.
A development application is expected to be presented to the council soon.
