The Baker Group has released a plan for 109 lots under a project titled Barclay.
The development would take place on land behind Cambock Lane East and White Hills Road.
The group's managing director Nigel Baker said they would subdivide, build on the blocks and sell them, by doing a stage a year, for the next 10 years.
"Barclay. will be a community within a community. That's what we strongly believe in and that's what we're trying to develop," he said.
"The reason why we want to build on all of the properties is so we can build quality developments right through the whole process.
"We imagine beautifully designed homes, modern and contemporary, but at the same time with consideration to the historic values of Evandale."
In other news:
Access for tradespeople would be constructed off White Hills Road as part of stage one, so existing residents are not disrupted.
Once each stage is completed, the road will be closed off with no access to the next stage, meaning tradespeople will have to enter from White Hills Road.
A mixture of housing is proposed by the developers, ranging from two and three bedrooms through to apartment blocks.
In the middle of the development would be a 100 metre by 70-metre public open space, which will also act as a detention basin for the development.
The space will be developed during the first stage to allow the required services to be installed, and the trees to start establishing.
Baker Group's project manager Ben Garrett said having the public open space also becomes a selling point.
"We even have a footpath going through to connect to existing footpaths and be able to walk straight through into the school and it all interconnects," he said.
Mr Baker said about 70 people attended the community consultation meeting on Thursday with many attendees holding initial reservations.
However, he said the vibe was positive by the end of the two-hour meeting once questions were answered.
A concept workshop with the Northern Midlands Council and the group was held last week.
Mr Baker said the council was "really receptive" of the plans.
A development application is expected to be submitted to the council soon.
