A development application has been lodged with the Northern Midlands Council for land at Keppoch Lodge to be divided into 23 lots, a road, and a public open space.

Blocks would range from about half a hectare to one hectare.

An access road would be constructed perpendicular to the former part of Midland Highway road, known as Haggerston Road, the development application said.

"The road will provide access to each of the proposed lots with the exception of lots one and 20-23. It is proposed to access these lots directly from Haggerston," it said.

Water will be serviced by reticulated water infrastructure from an existing water main.

A roadside drain will direct storm water runoff to the west, where it will be discharged into a detention basin which is proposed to be constructed in the public open space lot.

The site is unserviced by sewerage infrastructure, the application said, and will not be added to existing infrastructure due to capacities at Perth.

"Each lot has been designed to be of a size and configuration that is suitable to accommodate on-site disposal of domestic wastewater," the application said.

The proposed site sits under three different titles and contains an existing dwelling, large horse stables and a horse training track.

"It is otherwise undeveloped and contains managed pasture scattered with trees and scrub," it said.

Surrounding residential dwellings would be about 180 metres away from the site's northern boundary.

"The proposed subdivision relates to land that has previously been identified and zoned for residential use and development," the application said.

The application is open for comment until June 24.
