The concrete footing foundations for the 48 wind turbines is now complete.
Goldwind project director for the wind farm Leigh Walters said construction for the project was progressing smoothly.
"All 48 of the wind turbine foundations are now complete and the remainder of the civil earthworks activities will be completed in the next few weeks," he said.
A team effort is occurring between Goldwind Australia and Power China Resources Group with about 150 staff working on site.
"Construction of the project is progressing on many work fronts. The first Goldwind wind turbine was erected last month and approximately half of the wind turbine towers have been pre-installed in anticipation of full turbine erection in the coming months," Mr Walters said.
"Over half of the Goldwind wind turbine components have now been delivered to site. We would like to thank the community for remaining aware of the oversized, slow-moving vehicles transporting turbine components between the Port of Bell Bay and the project site."

Mr Walters said Goldwind placed a high importance on road safety for all road users, and acknowledged the inconvenience it may cause.
"We provide regular updates outlining the construction progress and encourage interested community members to drop into the project information centre in Bothwell if they have any questions," he said.
Construction of the wind farm is planned for completion by the end of 2019.
Once operational, Cattle Hill Wind Farm will produce enough clean energy to power approximately 63,500 Tasmanian homes.
