The laws are intended to strengthen the courts' response to bullying and cyberbullying behaviour in extreme cases of threats of physical and mental harm or humiliation.
This could be through the imposition of possible criminal sentences.
Some groups have urged caution against prosecution for bullying for people under 18 years old.
Mr Hodgman said the government was in the process of establishing more anti-bullying programs into schools with the help of non-government organisations.
He said young Tasmanians were "sadly and frequently" targeted through cyberbullying.
Parliament will return on March 19 after it was prorogued for a week following the resignation of Rene Hidding and a recount to fill his seat.
An extra sitting week to make up for the delay has been scheduled in September.
