Among the calls for help was a security guard trapped in a room inundated with water at the University of Tasmania's Sandy Bay campus.
"He was trapped as the room, which had no windows, filled with water," a Tasmania Police spokesman said.
The man escaped without physical injury but was shaken by the experience.
Tasmania Fire Service crews worked with police to rescue two people after they attempted to drive through flood waters on Risdon Road at New Town and became stuck.
“Quick action by firefighters also prevented a boat from sinking at Kings Pier marina,” the spokesman said.
Police are strongly advising motorists avoid unnecessary travel to Hobart’s CBD, New Town and Sandy Bay.
Up-to-date road closures are available on Tasmania Police’s Community Alerts page.
