The new legislation passed the lower house in June, and aims to crack down on illegal forest protests.
The new laws would impose on-the-spot $5000 fines for first time offenders and mandatory three-month jail time for repeat offenders.
Representatives from 16 unions have united in opposition to the legislation and gathered on the Parliament House lawns.
Unions Tasmania president Roz Madsen said the laws were ''outrageous'' and ''unfair''.
''A worker attending a union barbecue, pensioners rallying against budget cuts, a mother complaining in a shopping centre, could all be arrested under these laws,'' Ms Madsen said.
