Scoring 100 in A-grade while Perth's premier side had the bye in round one, Walton backed it up with 89 last weekend to claim the award as his side defeated Evandale Panthers.
Crossing over from the Burnie Hurricanes, Walton was a member of the Coastal side's second-grade premiership team last season, scoring seven half-centuries with a top score of 93*.
His 671 runs at an average of 41.94 comfortably topped the association's run-scoring tally, with the next best scoring 435.
His weekend knock included a 119-run partnership with Jont Richardson, making it just the second three-figure stand this season after Longford's Josh Adams and Jackson Blair - who won the round-one award.
Walton's weekend opponent Rickie Wells was the sole premier league batsman to join him in making a half-century in round two, while Longford skipper Richard Howe took a five-wicket haul against Legana.
The A-grade award went to Longford's Haydn Scott, which created plenty of debate on the association's Facebook page.
Scott's performance saw him make an unbeaten 103 as well as taking a catch but several pundits thought the award could have gone to ACL's Prashamit Barua, who took 8-17 and make 18 runs, completing a double hat-trick in the process.
Barua's ACL clubmate Troy Huggins was rewarded for his mammoth effort of an unbeaten 181 in B-grade, also taking 1-16 and completing an unassisted run-out, while the C-grade award went to Hadspen skipper Jason Thomas (5-23 and 24 runs).
