The Royal Park-based finals match saw Launceston take control early, before the Bulls made a push to take a one-try lead.
However, clutch work from the Tigers' outside backs allowed for two tries in the final 20 minutes to steal victory. Best on ground votes for the Tigers went to Fineasi Palei, club president Isaac Anderson and Tom Scarfe.

The historic victory by the ladder-topping Tigers means this year's final will be played in Launceston for the first time in the league's existence, according to Anderson.
He said the grand final berth was a credit to all involved in the program's return to prominence three years after its restart.
The Bulls will battle the Burnie Emus this weekend in an elimination final. The winner of that will head to Royal Park on August 28 to face the Tigers.
