Tasmania Police initial investigations show the driver lost control on a bend, before losing further control after the vehicle hit loose gravel, causing it to roll twice and land on its driver's side in the middle of the road.
Both men were taken to the Launceston General Hospital for assessment, with the driver sustaining serious head injuries. Before he was upgraded to a critical status and was flown to the RHH.
Acting inspector Justin Bidgood said the passenger suffered minor injuries to the chest.
"The driver was initially trapped," he said.
"The driver was conscious and talking, and was considered serious at the scene. He was transported by road to the Launceston General Hospital.
"We believe alcohol was an influence in the crash and the driver was unlicensed at the time. It may have been an incidence where alcohol was a hangover from the night before.
"Police would like to remind drivers that when having a big night to give yourself plenty of time to come back down to the legal level."
