Mr Gutwein said from noon next Wednesday up to 80 people would be allowed to attend indoor and outdoor gatherings including in pubs, gyms, at weddings and at funerals.
He said this would be based on social distancing rules with no more than one person per four square metres allowed.
Restrictions on aged care homes and facilitates will be reviewed next week.
Mr Gutwein said the government expected to move to Stage 3 of restrictions on June 26.
"On the 26th of June we would expect that community sport would be able to resume with crowds of up to 500 people," Mr Gutwein said.
"Indoor sport would be depending on the density the venue could carry."
Mr Gutwein said over the coming weeks the government would also be working with Public Health to assess the state's border restrictions.
In other news:
Tasmania no longer has any active cases of coronavirus.
Public Health director Mark Veitch said this meant all of the people who had the coronavirus illness had now recovered.
"We have neither any active cases or people in quarantine through being close contacts with cases," Dr Veitch said.
"That's a very favourable situation to be in."
Dr Veitch said, like other states in Australia, Tasmania was moving towards eliminating the virus.
"We will need to keep testing people to make sure there are no cases of coronavirus in the state," he said.
"There is still some risks out there. There is still a risk of the importation of cases."
