Winston Play and Stay, a $2.2 million purpose-built facility at St Leonards, is recommended for approval by the City of Launceston council.
More than 20 representations were received by the council with 13 in support and 11 raising concerns with the proposal.
No more than 150 dogs are allowed to be on site. Sixty dogs are capable of staying overnight, with the rest day visitors. A dog shuttle bus will operate from the site in the morning and afternoons.

The building will be about 57-metres long, with a maximum height of about eight metres.
Nine exercise yards are proposed around the building surrounded by a 2.4m fence with a 1.2m solid fence between the yards.
The ground floor will have a reception and storage area, three day rooms, rumpus room, day kennels, laundry and grooming area. The first-floor level is to accommodate several kennels segmented for small dogs and large dogs with separate rooms and will function like a hotel. The dogs will have their own linen, swipe card access and TV.
A manager's residence, comprising a living, dining, kitchen, two bedrooms, bathroom and deck with external access will adjoin the first-level boarding facility.
The building and outside yards will be built out materials and acoustic treatment recommended by the Acoustic Assessment Report.
The representations raised concerns about noise, traffic, the proposal's impact on surrounding farming environment, visual impacts, impacts on waste water and water quality and property devaluation. However, the council said all these concerns had been address or were not relevant to the planning scheme.
The proposal is expected to employ 20 full-time equivalent staff.
The centre will open to the public seven days a week from 7am until 6pm Monday to Friday, Saturday 9am until 12pm and Sunday from 2pm until 5pm.
The council will vote on the proposal at its meeting on Thursday.
