Formed in 2018, the Raiders finished second-bottom in their inaugural campaign and have again found life tough this season, breaking through for their first win just before Christmas.
Speaking ahead of two T20 clashes at UTAS Stadium, Williams said he had seen plenty of improvement in his team this season and predicted better things to come.
"Our training standard has lifted quite a lot - I think [coach Andy Gower] has put in a lot of planning this year," Williams said.
"If we've got a T20 game we base our training around that, or if it's two-day cricket we've got brand new red balls out.
"You can see development there but obviously our team's quite young and we're not going to reap the rewards of our good young talent for another few years yet.
"If they keep training in the program they're going to reap rewards as they get older and more experienced in this competition."
After an "average" start to the season, Williams found form late last year with two 50s in his past five knocks to average 21.18 from 10 matches.
The 19-year-old said he was looking forward to continuing his form on the North's premier surface against Clarence on Saturday and Glenorchy on Sunday.
"It's awesome, last year it was a really good pitch," the former St Patrick's College student said.
"There's value for runs when you're batting, the ball stays nice and shiny when you're bowling because the surface isn't going to scratch it all up so it keeps both sides in it for both innings."
