Nigel Reeves said floating saunas were popular in Scandinavia, where people would often plunge into freezing cold water and then jump into the sauna straight afterwards.
"But we aren't going to make people do the first part," he said.
"It will be a really good way for the mountain bike riders to relax and unwind after a day on the trails."
The floating sauna is being designed by architect Jason Licht from Cumulus Studios.
Assembly begins at Derby this week, and the floating sauna is expected to be open before Christmas.
Mr Reeves said there was no development application for the sauna as it will be constructed on a floating pontoon and is therefore a temporary structure.
He said he plans to employ three or four casual staff.
