The operation of the state's House of Assembly is being reviewed by a parliamentary committee, including discussions of increasing the state's lower house by 10 members.
On Friday Tasmanian political expert Peter Boyce told the committee Tasmanian Parliament had to serve the same number of portfolios as larger parliaments, but often with half the number of ministers.
Mr Barnett said the government would await the inquiry's recommendations, but that any increase to parliament's size would come at a cost.
"Our focus as a priority right now is health and education and reinvesting in those essential services," he said.
"We are very focused on what it is important for Tasmanians, and getting on with the job to reinvest in health and education and record funding in infrastructure."
Professor Boyce said you couldn't put a price tag on the quality of governance.
