Premier Will Hodgman said Mr Babiak was an internationally recognised and award winning place-brand expert with a strong track record of developing successful place branding and economic development strategies for communities.
"Mr Babiak has the background to lead Brand Tasmania, the first statutory 'place' branding authority to be established in the country, to ensure we continue to stand out from the crowd and compete in the global marketplace," Mr Hodgman said.
Brand Tasmanian chairman Nick Haddow said he looked forward to Mr Babiak commencing in the role to enhance Tasmania's brand even further.
"Todd's appointment is significant for our state, as he is highly sought after internationally," Mr Haddow said.
"The recruitment process was very competitive and the breadth and depth of the experience and interest of the applicants is testament to this exciting initiative for Tasmania.
"Todd already has both experience and a passion for Tasmania, having previously worked with Tourism Tasmania on the soon to be launched revitalised Tourism brand."
Mr Babiak was the founder and chief executive of Story Engine and People are Places.
For work in his home town of Edmonton, Canada, Mr Babiak was awarded the best expression of place brand identity at an international award event in 2016.
