Defeating Christopher O'Connell in last week's final, number two seed Bourchier repeated the feat on Sunday with a 6-4 4-6 6-3 win against the New South Welshman.
Both players were forced to play their semi-final earlier in the day with rain abandoning Saturday's play.
Fifth seed O'Connell defeated first seed Jacob Grills, with 20-year-old Bourchier getting the better of up-and-coming Rinky Hijikata.
"I've been playing well the whole year and I'm taking that confidence into these sort of events," Bourchier said.
"After winning last week, I knew I had a good opportunity. It's just about the belief that I know I can do it and back it up daily."
Despite the two tournament victories, Bourchier's ranking is set to remain at number 413 in the world with the Australian Pro Tour to recommence in September.
