The assault occurred at about 4.15pm on Sunday, March 31.
The woman was not injured by the unidentified male perpetrator.
The man is described as wearing a khaki shirt, baggy track pants, being between 174 cm and 180cm tall.
He is described as having blonde bushy eyebrows, fair complexion, and blonde scruffy hair.
He had a slim build weighing around 70kg, with a slender face and a pointed chin, aged in his early to mid-20s, police understand.
Launceston Police is requesting any witnesses who may have observed this man in the area to come forward and speak to police on 131444.
