The Tasmanian government's coronavirus website said negative pre-departure COVID-19 tests to travel were available as a fee-based test at $145.
Ms Dow said the government needed to clear up who would be responsible for covering the costs of the required test for travellers.
"And whether Medicare will help subsidise it.
"By now a decision at national cabinet around cross border testing requirements should have occurred, if not, it should happen this Friday."
Ms Dow said tests should be conveniently available and the type of test required by public health needed to be communicated clearly.
On Friday, Acting Public Health director Scott McKeown said a PCR test would be required.
