Oliver was quickest over the 1.2-kilometre course in his Mazda RX-8 to lower the outright record by 18 hundredths of a second.
The win followed his success in the opening round of the Tasmanian Hillclimb Cup Series at Highclere last month.
Although not a round of that series, it was the second leg of the North West Car Club's popular Black Tack Series.
Oliver's main rival at both events, Natone's Sheridan Budsworth (Nissan Skyline GTS), crashed on her fourth run.
Realising he probably already had victory in the bag and as a sign of respect for his rival, Oliver withdrew from the last two runs in a great gesture of sportsmanship.
IN OTHER NEWS:
Despite her crash, Budsworth's fastest time in her third run was good enough to see her finish third outright and second in Class E (engines over 4.5 litres) behind Oliver.
Devonport's John Mitchell claimed second fastest outright honours, also wrapping up Class F (all-wheel-drive) in his Subaru Impreza WRX STi, only 19 hundredths of a second slower than Oliver, but shaving six hundredths of a second from the class record.
Class B (engines between 1.6 and 2.0 litres) had the biggest field and was won by Launceston's Leigh Ford in his Integra Type R, smashing 3.32 seconds off the class record and finishing fifth outright.
