A development application has been lodged with the City of Launceston council for 9 Killafaddy Road, St Leonards for a church, venue hire and community support program base.

The site was used as a church from 1986 through to 2008, before it became solely a christian academy until 2014. However, in the years since it has had limited use, with only a weekly market.

Launceston City Mission will use the venue to provide youth training and its Inside Out program. It proposes alterations and additions to the existing building, and a change of use for the site.

The church will be able to hold up to 200 people on site on Sundays and Wednesday, with an option for venue hire outside of these, and more than 100 cars.

In order to improve parking, some minor excavation to level the area and install stormwater infrastructure is proposed.

The Inside Out program will offer counselling services to up to 20 youth between the ages of 12 and 25. It will be run by six to eight staff.

It will be used as an administrative base to offer services in schools across northern Tasmania to address trauma, grief and loss experiences of young people.

A traffic assessment found the project would generate an average of 97 vehicles per day over a 'typical' week. The DA is open for public comment until February 1.
