The 16-year-old Launceston Church Grammar School student followed in the footsteps of Oliver Hadley and Oliver Carswell's performances last weekend as he went through the tournament unbeaten.
Defeating Casey Ambler 6-2 6-3 to take out the title, the duo combined for a 6-1 6-2 victory over Thomas Hann and Andreas Tsiakis, both of whom Elmer beat in singles competition.

Tournament director Matthew Scott was pleased with how the event went in its inaugural year.
"To wrap up the year with a top-tier junior event has been fantastic," he said.
"It provides a great opportunity for the community to support local tennis and to get around this event, which we see as being quite a prestigious one for years to come."
PRO TOUR RESULTS
Tasmanian Harry Bourchier also achieved UTR success this week, taking out the pro series event in Queensland.
Finishing in third place in last week's tournament, Bourchier continued his form, taking out Thomas Fancutt 7-6 6-2 on Tuesday.
Wednesday's Maverick Banes clashed proved more challenging before an easier win over Dane Sweeny led to a Bernard Tomic showdown.
But the former world No. 17 withdrew, handing the Hobart product the win.
