The EMRS poll of decided voter intentions in November showed that 61 per cent of voters preferred Mr Gutwein as premier and 26 per cent preferred Ms White.
Mr Gutwein had recorded an approval rating of 70 per cent in the last poll in August and Ms White had recorded 23 per cent.
The Liberal Party was preferred above the Labor Party among decided voters 52 per cent to 25 per cent.
The Greens had a 13-per-cent approval rating, compared to 10 per cent in May, and 11 per cent of voters said they would prefer another party or independent over the three key Tasmanian parties.
EMRS research manager Paul Jamrozik said the November poll results should voters were reluctant to shift their support away from the government.
"Far exceeding the nine-point lead it held in March 2020 - the first poll conducted in the context of the COVID-19 crisis - the current 52 per cent in voter support for the Liberal government represents a 27-point lead over Labor," he said.
"At 61 per cent, Premier Gutwein continues to hold the lead in the preferred premier ratings, and the decrease in his personal support has not translated into a clear gain for the opposition leader."
The lead of 27 percentage points the government has over Labor is 10 percentage points more than the lead it had before the 2018 state election.
