The former Launceston United junior cemented a stunning first season at Windsor Park by winning the senior player of the year as well as the most promising under-21.
Fulton finished well ahead of last year's winner, Jarrod Hill, who finished second in the league best and fairest.
"It's been such a tough year but we've had some fun along the way and this is an immense club," Fulton said.
The West Tamar club made several adjustments to its annual presentations, holding an afternoon function due to COVID-19 requirements.
Madison Gilpin and Will Coert took out the Northern Championship awards while Neve Ringk and Tom Prince were the most improved players.
A haul of 15 goals saw Rhys Kinslow add the club golden boot to his NC award.
Jeremy Smith and Leon Colgrave shared the president's award from Stuart McCarron while club person of the year was again won by Jimmy Colgrave.
