Past and present participants raised concerns of mistreatment at the camp, about 120 kilometres from Darwin, in an ABC story published in September.

Four recommendations were made by the review, including ongoing additional support for children in the program and ensuring they have more contact with the Tasmanian Child Advocate.

However, it found the seven children at the camp were "safe and well".

"This is measured in context of their safety and wellbeing if they had remained living in Tasmania and/or if they were to return home before they are ready," the report, released on Tuesday, said.

State Human Services Minister Roger Jaensch said the review was comprehensive and included discussions with young people in the program.

"We will continue to closely monitor the effectiveness of the ... program to ensure it continues to operate as intended," he said.

Allegations included that kids at the Many Colours One Direction program were forced to sit on milk crates as punishment for "hours on end" without food or water.

The report found the program used a time-out system where kids may end up sitting on milk crates if they break a chair.

It said at least one staff member is present at all times and access to food, water and shade is not restricted.

The ABC also aired allegations the program's director Allan Brahminy lied about his heritage.

The report concluded Mr Brahminy's identity had "no direct bearing" on the safety and wellbeing of young people in the program and he had relevant working-with-children approval.

An expert panel is examining establishing setting up a similar program in Tasmania and will report to the state government by June 30, 2021.

The report also recommended Communities Tasmania develop media guidelines for reporting on vulnerable children.
