Adam Griffith's side confirmed the signing of 18-year-old Wil Parker, who had been a first-round AFL draft prospect before signing for Victoria in June.
The leg-spinner, who snared four wickets in an impressive Sheffield Shield debut against New South Wales early this year, said he was thrilled to join the Hurricanes program.
"It's a huge opportunity for me to work with Adam and the coaching staff to develop my game over the next two seasons," Parker said.
"The Big Bash is one of the best T20 competitions in the world and to have the chance to play with and against the best players in the world is a dream come true."

The Hurricanes have deployed Afghan excitement machine Qais Ahmad as their spinner for the past two seasons, but look set to head in a new direction this season with Parker's signing.
The fourth-youngest player to ever debut for Victoria, Parker will feel right at home in a Hurricanes squad featuring his Sheffield Shield captain Peter Handscomb and quick Scott Boland.
Griffith said the Hurricanes had been tracking the teenager's progress.
"Wil is a young spinner who came onto the scene last year for Victoria, but we have been following his development for some time now," Griffith said.
"We are always on the lookout for young talented players to give an opportunity to, and I am looking forward to seeing what he can do at this level.
"Spinners who can take the ball both ways off the wicket are important to have on your list and he can definitely do this."
This season's Big Bash will begin on December 3, with the Hurricanes to kick off their campaign against Sydney Sixers on the tournament's second day.
