Following a review of the competition by Kristen Beams, the league was cut from 10 teams to four, with the Raiders gaining direct acceptance.
They will be joined by 2019 grand finalists Clarence and New Town as North Hobart round out the competition.
While the Raiders achieved semi-final status in their inaugural season, the side that fell at the same hurdle, South Hobart Sandy Bay, didn't apply for the refurbished league.

All nine Southern-based clubs were given the option to apply for the 2020-21 season and beyond with Kingborough and University of Tasmania unsuccessful.
They will feature as a part of the newly-created second-grade competition alongside Clarence, Glenorchy, Lindisfarne, New Town, North Hobart and South Hobart Sandy Bay.
The four selected clubs will have a minimum of three seasons, with Cricket Australia's premier cricket development manager Nathan Magill impressed with the applications.
"All five clubs were committed and passionate about supporting women's cricket," Magill said.
"They should be commended for what they presented and the effort that they put into their applications."
