The Grattan Institute report COVID catch-up makes three recommendations to help disadvantaged students recover their lost learning including a $1 billion, six month tutoring blitz by university graduates or trainee teachers.

Lead author Julie Sonnemann said many disadvantaged students, who were already falling behind before the pandemic, would have slipped further back when they were learning at home.

"We find the achievement gap widens at triple the rate in remote schooling compared to regular class," Ms Sonnemann said.

"Even if remote learning was working well, disadvantaged students are likely to have learnt at about 50 per cent of their regular rate, losing about a month of learning over a two-month lockdown.

"Tasmanian notoriously has some of the biggest education challenges because of the low socio-economic background of many families.

"Timing is critical, we need a quick response.

"It should be a priority in Tasmania because the biggest influence is the teacher and because of isolation it can be harder to attract teachers to Tasmania."

Ms Sonnemann, a Grattan fellow, is hoping to brief the Tasmanian Education Department on the report.

She said a tutoring blitz would not only provide tutors with extra income during the recession but importantly help about one million disadvantaged students.

"If students do not catch-up, there are real, life-long consequences. Low achievement at school can limit options for further study and work later on."

It is envisaged university graduates, trainee teachers or aides could tutor disadvantaged students three-to-five times a week for up to three months, in groups of about three, either during regular school hours or before or after school.

A government spokeswoman said the Department of Education was already working on several complementary initiatives to the Grattan Institutes' recommendations, parallel to the resumption of on-site learning.

Labor said the report supported it's call for a review but Ms Sonnemann said the report provided enough information for governments to act.

Independent member for Murchison Ruth Forrest said it was imperative that governments invested in education post pandemic.

"We need investments in education, it is not just about new houses and roads and bridges, we must not forget our social capital," Ms Forrest said.

"Education is so important and helping students in remote areas who are more likely to fall behind.

"Governments need to step up in the areas of education and child care.

"We don't need a review let's just make the investment."
