The Joint Standing Committee on Public Accounts (PAC), chaired by Windermere independent MLC Ivan Dean, is conducting an inquiry into the government's economic and health expenditure response to the pandemic.

It will look at the timeliness and efficacy of the government's economic response including stimulus funding and targeted financial support programs; health expenditure with specific reference to preparation and response to the pandemic; the impact, progress and outcomes of the government's economic recovery plan; and any other incidental matters.

Mr Dean said there was very little which had happened during the pandemic the PAC would not be able to investigate or question.

"Almost everything that has happened has impacted finances somewhere, somehow," Mr Dean said.

"It is an enormously powerful committee ... probably the most powerful committee in the Parliament."

The PAC inquiry is open for public submissions for eight weeks and Mr Dean said the committee would be looking to speak to the government at the start of the inquiry.

"We will be providing interim reports. Parts of the inquiry will be feeding information back into the Parliament," Mr Dean said.

A second group scrutinising the government's actions is the Joint Standing Committee on Subordinate Legislation, chaired by McIntyre independent MLC Tania Rattray.

This committee has met twice a week since late April to examine notices issued by the government under the COVID-19 Disease Emergency (Miscellaneous Provisions) Act 2020.

These notices are specific changes to legislation made by the government during the emergency under the broader bill, for example allowing local governments to hold their council meetings remotely.

The committee has already examined a number of notices and heard from witnesses including Premier Peter Gutwein, Health Minister Sarah Courtney, Attorney-General Elise Archer and representatives from various unions such as the Tenants' Union of Tasmania and the Australian Nursing and Midwifery Federation Tasmania branch.

Ms Rattray said one area outside the scope of the committee was notices issued by the director of Public Health or the State Controller.

"We are not able to provide that scrutiny," Ms Rattray said.

"That was, I believe, one of the reasons Parliament was recalled earlier so there was opportunity for the Parliament to provide that scrutiny around Public Health and the State Controller."

The committee has tabled several reports on notices it has already scrutinised.

Although an interim internal report into the COVID-19 outbreak at the North West Regional Hospital was released on April 30, an independent inquiry is also being established to investigate the outbreak.

Mr Gutwein said the terms of reference for the inquiry were currently being finalised.

"I have outlined our commitment to an independent review. This will be undertaken by relevant experts," Mr Gutwein said.

Last week a motion by Nelson MLC Meg Webb, which sought to establish a fourth inquiry which would examine broadly the state's immediate and ongoing response to COVID-19, was narrowly supported in the upper house seven votes to five but quashed in the House of Assembly with Speaker Sue Hickey casting the deciding vote.
