Previous legislation has failed to pass the House of Assembly on three occasions over the past 10 years.
This time, Mersey independent MLC Mike Gaffney will introduce legislation into the upper house for debate.
Mr Gaffney this week released a draft bill which will be discussed at next month's forums followed by more targeted consultation between March and June.
He said he aimed to table the bill in the Legislative Council on August 21.
