Governor Kate Warner officially swore in the new cabinet at Government House on Tuesday morning.
Mr Gutwein announced the cabinet line-up on Friday, with the reshuffle triggered by the surprise resignation of former premier Will Hodgman earlier this month.
Many ministers retained their portfolios with a few minor changes including the addition of a climate change portfolio to be held by Mr Gutwein, a finance portfolio to be carried by Infrastructure Minister Michael Ferguson and the elevation of Prosser MLC Jane Howlett to the ministry.
Ms Howlett, who was first elected in 2018, will carry the racing and sport portfolios.

Other portfolio additions were the ministries of strategic growth and of small business, hospitality and events which will both be taken on by Health Minister Sarah Courtney.
Deputy Premier Jeremy Rockliff and Attorney-General Elise Archer both have the most portfolio responsibilities with six each.
This is the second time in just over six months a new cabinet has been sworn in, with a reshuffle in June 2019 triggered by Franklin MHA Jacquie Petrusma's decision to step down from the cabinet for health reasons.
