The Australian Medical Association's state arm wants a complete redesign of the state's health system, claiming it is rotten to the core.

AMA state president John Davis said a redesign would sort out issues between hospital and out-of-hospital care and department oversight of hospitals.
He said hospital budgets needed to be looked at.
"There is no co-ordination around the delivery of health care in this state," Dr Davis said.
"I would contend that the issue lives at the highest level of governance structures and not within the hospitals."
The reported failings of the state's two major hospitals ignited Question Time on Tuesday.
Labor leader Rebecca White accused Health Minister Sarah Courtney of being absent on the issue.
"You have been Health Minister since June," she said.
"You have spent much of that time hiding behind bureaucrats and the failed former Health Minister Michael Ferguson who has spoken more about health than you have."
Ms Courtney assured members she had been consulting health professionals to determine what could be done better.
"I want to make it very clear that in the four months that I have been Health minister I have been consulting, speaking with clinicians, nurses and doctors in our hospitals," she said.
"As recently as yesterday, I was at the Royal. On the weekend, I was at the LGH."
Labor has called for the government to implement emergency department escalation policies at the LGH similar to that at the Royal Hobart Hospital.
Ms Courtney said escalation levels were being audited at the LGH.
"I look forward to hearing the outcomes of that," she said.
