The win means the Miners retain the Madeleine Howard Trophy, introduced in memory of the Tornadoes player that was killed in a car accident in January last year.
Coach Malcolm Gardiner said while the match was a significant improvement on the 50-point loss of their last meeting with the Miners, his team had let itself down in its offensive game.
"It was really us that lost it, we had 24 turnovers and Ballarat managed to score 31 points off those turnovers.
"We need to look after the ball and get our turnovers down to something like 16 if we want to win these games."
Ballarat had a characteristically strong start, scoring 27 points to the Tornadoes' 15.
With strong defence Launceston managed to claw back some ground to finish three points behind at half-time but was unable to bridge the gap throughout the second half.
Gardiner highlighted Maria Harding, Cassie Jordan and US import Jennifer Crouse as the team's standout performers.
He said the team would focus on offence ahead of their Victorian road trip to compete against Frankston and Kilsyth next weekend.
