Building and Construction Minister said the helmet was specifically made for quad bike use.
"When people on farms wear helmets they say they can't hear but you can hear with this one and it is light weight so it can be worn all day on the farm," Ms Courtney said.
"Sadly, quad bike deaths are one of the leading causes of death and injury on Australian farms, and Tasmania has not been immune to this trend.
"Between 2011 and 2019, to date, there have been 11 quad bike related deaths in Tasmania."
Ms Courtney detailed a new package of measures announced in the budget to improve quad bike safety.
She said she was passionate about improving safety for quad bike users and that a national response was being prepared to deal with the issue.
"We are working on a nationally consistent approach and we can learn from other countries too about safety," Ms Courtney said.
Committee chair Tania Rattray asked Ms Courtney if it was illegal for a six-year-old to ride a quad bike on private property.
"It is not but I would send a strong message that it is dangerous and not condoned by the government," Ms Courtney said.
