A 54th-minute penalty stroke from captain Phillida Bridley levelled the score at 1-1 after a Jade Reid field goal had put the Territorians ahead early in the third quarter.
Bridley, Julia Gunn and Jessica Chesterman kept their nerve in the penalty shootout as keeper Evelyn Dalton shut out her opponents to secure the 3-0 win.
Ilene Carr's team had finished bottom of Pool A with one win and a draw from five games.
In the under-18 boys' tournament, Tasmania finished mid-table in Pool A with two wins and two losses from five matches heading into Tuesday evening's clash with ACT from Pool D.
The Vanessa McDonald-coached team's two losses were to the pool's dominant performers Victoria and NSW who both remained unbeaten by winning four and drawing against each other.
