The government will attempt to legislate the tax cuts this week - giving high income earners an estimated tax cut of $104 per week, and low-to-middle income earners a cut of between 50 cents to $4.
Parliament will then be dissolved for the federal election in May.
Prime Minister Scott Morrison said the surplus was the culmination of years of work.
"Today is the day we've been working towards since first being elected in 2013. Today we're bringing the budget back in black," he told the coalition party room meeting in the morning.
"This is a demonstration of what the Australian people expect us to do, to get the job done compared with Labor's talk."
