City of Launceston mayor Albert van Zetten said the council understood the awards had been a little inconvenient for the public.
The free carnival is aimed at giving back to the community after the pool's closure for the award's marquee built over it.
Running from 11am until 3pm, the day will be a chance for residents to enjoy the last of summer.
The day will include a free barbecue, waterslides and football activities.
St Joe's Big Band will also be playing to mark the last Music in the Park event.
